The biting cold wind can't stop the warmth in our hearts; the piercing chill can't resist the flood of sincere feelings. On November 25, it's once again the day for Qingzhou Ciy CPPCC's 'Commissioner Zheng's Supermarket' to distribute supplies in bulk. At each 'Commissioner Zheng's Supermarket,' people with application forms line up in an orderly manner, scanning codes, registering, and checking before receiving the supplies they need one by one.
Just like every ordinary yet extraordinary day, the 'Commissioner Zheng's Supermarket' has been distributing supplies in an organized manner for over 100 days.

On the day when Qingzhou's CPPCC 'Commissioner Zheng Supermarket' distributed supplies in bulk, the public collected the items in an orderly manner.
‘Commissioner Zheng’ is a pun on CPPCC members, representing all the CPPCC members. On August 13, six 'Commissioner Zheng Supermarkets' in Qingzhou were launched simultaneously. Unlike other supermarkets, all items here are donated by various social sectors for public welfare. People in temporary need can get them for free, and they can also express community concerns and opinions here, which are collected and organized by the rotating commissioners for discussion and resolution.
The 'Commissioner Zheng Supermarket' is an innovative civic brand created by Qingzhou's CPPCC based on local conditions.
As a fixed venue for members to perform their duties, the 'Commissioner Zheng Supermarket' offers three main functions: sector activities, public welfare aid, and social development. It supplements the current social support system and extends participation in grassroots social governance effectively,” said Yang Aidong, Vice Chairman of Qingzhou CPPCC. He added that Qingzhou has planned and built six 'Commissioner Zheng Supermarkets': 'Huabang', 'Yonghua', 'Yaowang', 'Tanboer', 'Shanshui', and 'Bainongsida'. Since their launch in August, they have held over 90 sector meetings or activities, collected more than 260 pieces of public opinion information, and assisted over 7,000 people in need.
CPPCC Sets the Stage
Expanding the Circle of Public Welfare Aid
On September 16, local resident Wang Kuilin, after a preliminary community review, successfully received two daily necessities—peanut oil and rice—at the 'Yonghua' branch of the Commissioner Zheng Supermarket. “Having a public welfare supermarket right at our doorstep with a good variety of items, and a simple application process, makes it really convenient for us to get aid,” said Wang Kuilin.
Stepping into the 'Tanboer' branch of the Commissioner Zheng Supermarket, the reporter scanned a QR code to enter the supermarket's WeChat mini-program and found six main sections: 'I Want to Share,' 'Inventory,' 'I Want to Leave a Message,' 'Ancient City Red Flower List,' and more, covering donation, collection, messaging, and other functions. Currently, all features are operational, running on a regular basis.

On September 9, people collected supplies at 'Commissioner Zheng Supermarket · Huabang' (top photo) and 'Commissioner Zheng Supermarket · Yonghua' (bottom photo).

Dong Chao, Deputy Director of the Ethnic, Religious, and Hong Kong, Macao, Taiwan, and Overseas Chinese Committee of the Qingzhou CPPCC and Deputy Manager of the 'Commissioner Zheng Supermarket · Yonghua Branch,' introduced that, based on the principles of 'honesty, trustworthiness, and respect for humanity,' the supermarket lowers the threshold for aid and simplifies the application process. People can directly fill out the application form at the store, have it reviewed by the community (or village) where they live, and receive supplies every Friday. So far, aid for low-income residents across the city has basically achieved full coverage, and the range of assistance continues to expand.
'The donation model of both offline and online ensures supply security,' Dong Chao explained. The 'Commissioner Zheng Supermarket' combines offline and online channels, uses a smart system, and sets up an online supply warehouse. Through the 'Qingzhou Commissioner Zheng Supermarket' WeChat mini-program, it handles supply donations and reception.
The 'Commissioner Zheng Supermarket' is guided by the Qingzhou CPPCC, supervised by the Civil Affairs Bureau, and legally organized and managed by the Volunteer Association. Each store is led or funded by a CPPCC member or their enterprise. Each supermarket has a manager and a deputy manager, operating under a 'member-staff' management model. Yang Aidong told reporters that each 'Commissioner Zheng Supermarket' has rotating clerks from various committee members and volunteers, with two social welfare staff on duty daily, responsible for registering supply applications, recording donations, and distributing supplies. Volunteers even help deliver supplies to specific groups, achieving round-the-clock normal operations.
Under the 'guidance and mobilization' of the 'Commissioner Zheng Supermarket,' new civilized trends have reached thousands of households. Qingzhou CPPCC has produced and pushed 12 short videos such as 'Small Supermarket, Big Platform, Commissioner Zheng Supermarket is Open!' and 'This Supermarket is Not Just a Supermarket, it’s the Main Stage for Members Performing Their Duties,' with a total of over 100,000 clicks; more than 200,000 plain-language leaflets about the 'Commissioner Zheng Supermarket' have been printed and distributed. They also launched a 'Commissioner Zheng Supermarket' video account, continuously posting the 'Stories of Me and the Commissioner Zheng Supermarket' series of short videos. By using multiple formats, platforms, and channels, the initiative inspires aid recipients and praises donors. Qingzhou CPPCC aims to stimulate more social forces to participate, guide social trends, and achieve 'everyone participates, everyone contributes, and everyone shares.'
Members Leading the Way
Effective Fulfillment of Duties by Different Sectors
On September 26, Qingzhou CPPCC member Tie Guangning raised ideas for promoting ‘nearby suburban travel’ at a sector meeting. On September 27, a special discussion meeting about ‘nearby suburban travel’ was held at the 'Committee Member Zheng Supermarket · Yao Wang Branch' within the ancient city of Qingzhou. After the meeting, the public opinion information report on 'The Urgent Need for Transformation and Improvement of Nearby Suburban Travel' compiled by the Qingzhou CPPCC was immediately adopted by the Weifang CPPCC and reported to the Weifang Municipal Party Committee and government.
The ‘Zheng Committee Member Supermarket’ also serves as a fixed venue for members to perform their duties, with platforms like ‘Learning Study Room’ and ‘Discuss More if Needed’ built to facilitate members’ activities. ‘Members hold regular sector meetings and activities here every month, including consultations, public welfare assistance, and learning exchanges. They analyze and summarize the public opinions that are frequently raised, select valuable information, and report it through CPPCC channels or turn it into proposals to be handled by relevant departments,’ said Yang Aidong. Sector-specific duties focus on central tasks of the municipal party committee and hot issues of public concern, promoting both the development of thinking and the overall improvement of members’ abilities.
Qingzhou CPPCC has set up the ‘Zheng Committee Member Supermarket’ as a site for reflecting public opinion. During their shifts, members promptly handle public opinion reporting. They analyze and summarize frequently raised public concerns, select valuable information, organize it through CPPCC channels, or turn it into proposals and submit them to relevant departments. By communicating directly with the public, they make the feedback process fast, accurate, in-depth, and practical. So far, over 110 pieces of public opinion information collected through the ‘Zheng Committee Member Supermarket’ have been adopted. Among them, suggestions like 'Improving Travel Conditions for Residents Around the Ancient City' were turned into proposals and submitted to relevant departments for follow-up.
On material distribution days at the ‘Zheng Committee Member Supermarket,’ the public receives supplies in an orderly manner. ‘Zheng Committee Member’ is a pun on the word for ‘committee member,’ with ‘Zheng Committee Member’ representing all CPPCC members. On August 13, six ‘Zheng Committee Member Supermarkets’ were launched in Qingzhou. Unlike other supermarkets, all items here are donated by various social groups, and people in temporary need can get them for free. The public can also provide feedback here, which is then compiled and addressed by the rotating committee members.
